Illinois Removes a Major Barrier to Final Expense Life Insurance
Illinois is taking a meaningful step toward fairness with a new law effective January 1, 2026, that expands access to final expense life insurance for individuals with past felony convictions. House Bill 2425 prevents insurers from denying coverage, raising rates, or limiting benefits solely based on a criminal record—so long as the applicant is not currently incarcerated. This change helps families plan for end-of-life expenses with dignity, removes long-standing barriers, and reinforces the belief that responsible financial planning should be accessible to those who have earned a second chance
